The Sovereignty of God transcends what human understanding can interpret. Man is limited as to how to define the eternal rule of God over the heavens and the earth. Daniel from the scripture has this to say about the eternal rule of God, when he was interpreting the dream of Nebuchadnezzar the great king of Babylon who thought his power had made him who he was.
That they shall drive thee from men, and thy dwelling shall be with the beast of the field, and they shall make thee to eat grass as oxen, and they shall wet thee with the dew of heaven, and seven times shall pass over thee, till thou know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will. Daniel 4:25.
Nebuchadnezzar thought his power and might has brought him the glory he enjoys, his works were praised he was the king that many other kings of his days were bowing to. He attained heights that many considered to be the highest in his days. But when he failed to acknowledged the eternal, invisible and the only wise God. Who reigns supreme over all. God did as he pleased with him and turned him into a beast for seven straight years until he came to the acknowledgement that God reigns supreme over all.
The Lord God declares himself in his word. Remember the former things of old: for I am God, and there is none else; I am God, and there is none like me, declaring the end from the beginning, and from ancient times the things that are not yet done, saying, my counsel shall stand, and I will do all my pleasure: Isaiah 46:9-10.
God’s dominion is everlasting; his reign is from generation to generation. He controls the powers on high and the creatures of the earth. None can quarry his decree. He presides over the affairs of the universe.
The external Sovereignty of God indicates that he sits at the center of the universe, directing and determining the happenings around his work. All things are ordained to work only according to his word. He owns the power and authority over the heavens and the earth.
But one unique characteristic of the Sovereignty of God is that he does no evil with his divine power. He is holy, righteous and a just judge. Wickedness has no root in him. He is too holy to behold iniquity. Never will he use his power to oppress the creatures of his own hands. He is loving tender and full of mercy. He is enduring and full of compassion.
